Buffalo Newsman Evan Baxter was elected to Congress with the slogan, "Changing the world." He was fortunate enough to move into a large house in the suburbs of Virginia. His Capitol office was also impressive, but there was a catch: he was manipulated by the powerful Congress to sponsor a bill allowing development in national parks. As he took steps, people appeared to disbelieve Evan and gently commanded him to build an ark. Tools and wood arrived at Evan's yard, pairs of animals followed, his beard and hair grew wildly, his clothes turned into nomad attire, and a mysterious staffer appeared. Growing impatient, Evan began construction, his family left him, reporters gathered, and a drought gripped D.C. However, Evan remained steadfast in his belief. But will he really change the world?
